Heidegger is such a cerebral read that it may not make perfect sense on the first pass and neither may our brief explanation.
perhaps a preamble might help your understanding.

Heidegger The Question Concerning Technology
Section three P. 292 – 294
Colin Antaya, Jim Mackey
Purpose:
To interpret for modern understanding a brief portion of a philosopher's caution to a pragmatic, Dewey underpinned audience, with the goal to encourage appropriate reflection and action when considering the adoption of new new technology.
In order to understand Heidegger and the Greek philosophy we have to go to the same depth of intent and understanding of the original meaning of words and language. Unfortunately we may, through time, have developed a meaning of a word that is just a mere shadow of the richness and full-bodied interpretation of that word's original meaning.
Today we are too easily inclined either to understand being responsible and being indebted moralistically as a lapse, (nowadays we are not guided by 1: a moral obligation to consider responsibility (i.e. the devil made me do it) or 2: an appreciation for contribution or indebtedness to previous process)
or else to construe them in terms of effecting. (This might be interpreted as the ends justifying the means. This is further enhanced by the definition of the word Instrumentalists ((a scientific approach, But it is not realist in the sense that predictive success is accepted as a more important value than truthful and accurate descriptions. As a consequence of this stance, instrumentalists may often postulate knowingly false assumptions, so long as they are deemed to aid the predictive potency of (empirical) theories)).
In either case we bar from ourselves the way to the primal meaning (of that which is later called causality, properly is.( Because of this flawed thinking (or lack thereof) we have the new generation of "WTF" or ignorant surprise and if we speak of Quality systems with predictable results a requirement to discover root cause or the Five Whys of iSix Sigma ( A closing the barn door after the horse has escaped mentality).
We will attempt through a visual presentation to illustrate the remaining 5 paragraphs in our section, focusing on the transition through the four causalities in Heideggers original model and to enhance through a modern day model the responsible and the indebted pathways.
